The decision almost every buyer faces
You have a budget. A new Voge fits it with warranty intact. So does a Japanese bike that is six or eight years old with some miles on it. This is the comparison that stops most people in their tracks, and it deserves better than "buy Japanese" as an answer.
The case for new
Warranty and known history. Nobody has abused it, skipped a service or dropped it in a car park. You know exactly what you have.
Current technology. A new Voge arrives with cornering ABS, TFT with Bluetooth, ride-by-wire and LED lighting on the appropriate models. An eight-year-old bike at the same price will have none of that.
Finance and running costs. New bikes are easier to finance and typically cheaper to insure than an older bike with an unknown history.
Nothing needs doing. No tyres, no chain, no fork seals, no battery. On a used bike, budget for all of them in year one.
The case for used
Depreciation has already happened. You are buying past the steepest part of the curve. A new bike from any brand loses money the moment it is registered.
Proven durability. A bike that has done 40,000 km without drama has demonstrated something a new one has not.
Dealer network. Any mechanic can service a mainstream Japanese bike. Not every mechanic will touch a brand they have never seen.
Parts. Availability for established models is generally straightforward. This is where the Voge picture is most variable by country.
How to actually decide
Answer these four questions honestly:

The uncomfortable truth
There is no universally right answer, and anyone who gives you one without asking about your dealer situation and how long you keep bikes is not actually helping.
